Why this one is built the way it is

The department's own site states plainly that there is no tax levy behind it. That single fact is one of the things that decides whether the ADA Title II web rule reaches an organisation at all, which is why the deadline guide on this site treats it as a question rather than an announcement.

Accessibility

This build is made to WCAG 2.1 Level AA, which is the standard the Department of Justice names in its Title II rule for public entities. Contrast is measured rather than judged by eye, every control works from the keyboard, the focus ring is left on, images carry real alt text and motion honours the reduce-motion setting.
