Why this one is built the way it is

One line on the built site does more work than any other: volunteer describes the people, not the bill. Departments get asked constantly whether a volunteer response costs the caller anything.

Accessibility

This build is made to WCAG 2.1 Level AA, which is the standard the Department of Justice names in its Title II rule for public entities. Contrast is measured rather than judged by eye, every control works from the keyboard, the focus ring is left on, images carry real alt text and motion honours the reduce-motion setting.

Whether that rule actually applies to a given department is a separate question with a real answer, and it is not always yes. Here is how to work out whether it applies to yours.
